إِنَّا عَرَضۡنَا ٱلۡأَمَانَةَ عَلَى ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِ وَٱلۡجِبَالِ فَأَبَيۡنَ أَن يَحۡمِلۡنَهَا وَأَشۡفَقۡنَ مِنۡهَا وَحَمَلَهَا ٱلۡإِنسَٰنُۖ إِنَّهُۥ كَانَ ظَلُومٗا جَهُولٗا
Indeed, We offered the Trust1214 to the heavens and the earth and the mountains, and they declined to bear it and feared it; but man [undertook to] bear it. Indeed, he was unjust and ignorant.1215

Al-Mukhtasar
Indeed, We presented the legislated duties and what is kept of money and secrets to the heavens, the Earth, and the mountains. However, they refrained from bearing them and feared consequences, but man carried them. Indeed, he was unjust to himself, ignorant of the consequences of bearing them.
