And to Allāh belongs the dominion of the heavens and the earth. He forgives whom He wills and punishes whom He wills. And ever is Allāh Forgiving and Merciful.

Al-Mukhtasar
To Allah alone belongs the control of the heavens and the earth. He forgives the sins of those of His slaves whom He wills and enters them into Paradise through His Grace. He torments those of His slaves whom He wills out of His Justice. Allah forgives the sins of those of His slaves who repent to Him, and He is merciful towards them.
