Surah Al-Hajj 22:60 الحج

۞ ذَٰلِكَۖ وَمَنۡ عَاقَبَ بِمِثۡلِ مَا عُوقِبَ بِهِۦ ثُمَّ بُغِيَ عَلَيۡهِ لَيَنصُرَنَّهُ ٱللَّهُۚ إِنَّ ٱللَّهَ لَعَفُوٌّ غَفُورٞ
That [is so]. And whoever responds [to injustice] with the equivalent of that with which he was harmed and then is tyrannized - Allāh will surely aid him. Indeed, Allāh is Pardoning and Forgiving.937

- 937 In spite of His ability to take vengeance. The statement contains a suggestion that the believers pardon as well.

Al-Mukhtasar
Regarding what was mentioned about those who emigrate in the path of Allah being admitted into Paradise and permission for the oppressed to retaliate justly without incurring sin, if the transgressor returns to his transgression, Allah helps the one subjected to transgression. Allah pardons the sins of the believers and forgives them.
