ٱلَّذِينَ كَانَتۡ أَعۡيُنُهُمۡ فِي غِطَآءٍ عَن ذِكۡرِي وَكَانُواْ لَا يَسۡتَطِيعُونَ سَمۡعًا

Those whose eyes had been within a cover [removed] from My remembrance,⁸⁰¹ and they were not able to hear.⁸⁰²

Al-Mukhtasar

We shall reveal it to the disbelievers who were blind to the remembrance of Allah in the world due to the obstructive veil on their eyes, which barred them from that. They could not hear the verses of Allah in an accepting way.
