يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوٓاْ أَوۡفُواْ بِٱلۡعُقُودِۚ أُحِلَّتۡ لَكُم بَهِيمَةُ ٱلۡأَنۡعَٰمِ إِلَّا مَا يُتۡلَىٰ عَلَيۡكُمۡ غَيۡرَ مُحِلِّي ٱلصَّيۡدِ وَأَنتُمۡ حُرُمٌۗ إِنَّ ٱللَّهَ يَحۡكُمُ مَا يُرِيدُ
O you who have believed, fulfill [all] contracts.239 Lawful for you are the animals of grazing livestock except for that which is recited to you [in this Qur’ān] - hunting not being permitted while you are in the state of iḥrām.240 Indeed, Allāh ordains what He intends.

Al-Mukhtasar
O you who believe, fulfill all of the firm covenants you have with your Creator or His creation. As a mercy for you, Allah has allowed [the consumption of] livestock (camels, cows, and sheep) except what he has prohibited of hunted meat whilst you are in ihram (a ritual state where specific things are forbidden for pilgrims) for Hajj or Umrah. Allah decides to permit or prohibit what He wills according to His Wisdom. No one can force Him or object to His decision.
