She said, "Indeed kings - when they enter a city, they ruin it and render the honored of its people humbled. And thus do they do.

Al-Mukhtasar
The queen said: When kings attack a city, they destroy it by killing, seizing, and looting. They turn its leaders and nobles into the lowly after having honor and security. This is what kings always do when they conquer a city to sow awe and fear in the hearts of the masses.
