Surah An-Nur 24:27 النور

يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ لَا تَدۡخُلُواْ بُيُوتًا غَيۡرَ بُيُوتِكُمۡ حَتَّىٰ تَسۡتَأۡنِسُواْ وَتُسَلِّمُواْ عَلَىٰٓ أَهۡلِهَاۚ ذَٰلِكُمۡ خَيۡرٞ لَّكُمۡ لَعَلَّكُمۡ تَذَكَّرُونَ
O you who have believed, do not enter houses other than your own houses until you ascertain welcome and greet985 their inhabitants. That is best for you; perhaps you will be reminded [i.e., advised].

Al-Mukhtasar
Since looking at private parts can arouse desire that leads to committing adultery, which is mentioned at the beginning of the Surah, Allah commands seeking permission to enter homes to protect one's gaze from seeing private parts, stating:
O you who believe in Allah and act upon His sacred law, do not enter houses besides your own without first taking permission from their inhabitants to enter upon them. Greet them peacefully and seek consent by saying: peace be unto you, may I enter? The command to seek permission is better for you than suddenly entering upon them. Perhaps you will remember what I commanded you and act on it.
