Surah An-Nur 24:3 النور

ٱلزَّانِي لَا يَنكِحُ إِلَّا زَانِيَةً أَوۡ مُشۡرِكَةٗ وَٱلزَّانِيَةُ لَا يَنكِحُهَآ إِلَّا زَانٍ أَوۡ مُشۡرِكٞۚ وَحُرِّمَ ذَٰلِكَ عَلَى ٱلۡمُؤۡمِنِينَ
The fornicator does not marry except a [female] fornicator or polytheist, and none marries her except a fornicator975 or a polytheist, and that [i.e., marriage to such persons] has been made unlawful to the believers.
Translator notes (1)
- 975 Included in this ruling is the adulterer as well. Such persons cannot be married to believers unless they have repented and reformed.

Al-Mukhtasar
To show the gravity of fornication, Allah mentions that those inclined to it do not wish to marry except someone like them; another female fornicator, or a polytheist who does not refrain from fornication though marrying them is prohibited. A female fornicator inclined to fornication does not want to marry except another male fornicator or a polytheist inclined to it, even though marriage to them is prohibited. It has been made unlawful for believers to marry male and female fornicators.
