لَهُۥ مَقَالِيدُ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِۖ يَبۡسُطُ ٱلرِّزۡقَ لِمَن يَشَآءُ وَيَقۡدِرُۚ إِنَّهُۥ بِكُلِّ شَيۡءٍ عَلِيمٞ
To Him belong the keys of the heavens and the earth. He extends provision for whom He wills and restricts [it]. Indeed He is, of all things, Knowing.

Al-Mukhtasar
To Him alone belong the keys to the treasures of the heavens and the Earth. He expands the provision for whomever of His slaves He wills as a test to see whether they are grateful or not. He restricts it for whoever of His slaves He wills, as a trial to see whether they are patient or become angry with Allah's decree. He has knowledge of all things. Nothing in which lies the interests of His slaves is hidden from Him.
