أَلَمۡ يَعۡلَمُوٓاْ أَنَّ ٱللَّهَ هُوَ يَقۡبَلُ ٱلتَّوۡبَةَ عَنۡ عِبَادِهِۦ وَيَأۡخُذُ ٱلصَّدَقَٰتِ وَأَنَّ ٱللَّهَ هُوَ ٱلتَّوَّابُ ٱلرَّحِيمُ
Do they not know that it is Allāh who accepts repentance from His servants and receives charities and that it is Allāh who is the Accepting of Repentance,503 the Merciful?

Al-Mukhtasar
Those who did not participate in battle and repent to Allah should understand that Allah accepts the repentance of His slaves and the voluntary charity [given for His sake], while He does not need it. He will reward the one who spends in charity, and it is He (may He be Exalted) who is the Acceptor of repentance when His slaves repent and is the most Merciful to them.
