وَجَآءَ ٱلۡمُعَذِّرُونَ مِنَ ٱلۡأَعۡرَابِ لِيُؤۡذَنَ لَهُمۡ وَقَعَدَ ٱلَّذِينَ كَذَبُواْ ٱللَّهَ وَرَسُولَهُۥۚ سَيُصِيبُ ٱلَّذِينَ كَفَرُواْ مِنۡهُمۡ عَذَابٌ أَلِيمٞ
And those with excuses among the bedouins came to be permitted [to remain], and they who had lied496 to Allāh and His Messenger sat [at home]. There will strike those who disbelieved among them a painful punishment.

Al-Mukhtasar
A group of nomads from Medina and its surroundings came to apologize to Allah's Messenger صلى الله عليه وسلم so that he would permit them to lag (remain behind) from going out and striving (fighting) in Allah's path. Other people lagged and did not even apologize for going out because they did not believe in the Prophet or the promise of Allah. Because of their disbelief, they will suffer and receive painful torment.
