وَلَقَدۡ ءَاتَيۡنَا مُوسَى ٱلۡكِتَٰبَ فَٱخۡتُلِفَ فِيهِۚ وَلَوۡلَا كَلِمَةٞ سَبَقَتۡ مِن رَّبِّكَ لَقُضِيَ بَيۡنَهُمۡۚ وَإِنَّهُمۡ لَفِي شَكّٖ مِّنۡهُ مُرِيبٖ
And We had already given Moses the Scripture, but it came under disagreement.1399 And if not for a word [i.e., decree]1400 that preceded from your Lord, it would have been concluded between them. And indeed they are, concerning it [i.e., the Qur’ān], in disquieting doubt.

Al-Mukhtasar
Indeed, We gave Moses the Torah, and [people] differed over it. Some believed in it, while others disbelieved. Had Allah not promised that judgment would be passed between the slaves on the Day of Resurrection in matters they disputed over, judgment would already have been passed upon those who disputed over the Torah, and those upon falsehood would have been destroyed. Indeed, the disbelievers are highly doubtful of the authenticity of the Quran.
