As for those who were [destined to be] wretched, they will be in the Fire. For them therein is [violent] exhaling and inhaling.578

Because of their disbelief and corrupt actions, those who are wretched will enter the Fire, in which their voices and breath will be raised due to the severity of the blazing Fire they will suffer from.
