فَلَمَّا رَءَآ أَيۡدِيَهُمۡ لَا تَصِلُ إِلَيۡهِ نَكِرَهُمۡ وَأَوۡجَسَ مِنۡهُمۡ خِيفَةٗۚ قَالُواْ لَا تَخَفۡ إِنَّآ أُرۡسِلۡنَآ إِلَىٰ قَوۡمِ لُوطٖ
But when he saw their hands not reaching for it, he distrusted them and felt from them apprehension.563 They said, "Fear not. We have been sent to the people of Lot."

Al-Mukhtasar
But when Abraham saw that their hands were not reaching for the calf and that they were not eating it, he was confused and frightened by them. When the angels saw his fear of them, they told him not to be afraid and that Allah had sent them to the people of Lot to punish them.
