وَمَا نَتَنَزَّلُ إِلَّا بِأَمۡرِ رَبِّكَۖ لَهُۥ مَا بَيۡنَ أَيۡدِينَا وَمَا خَلۡفَنَا وَمَا بَيۡنَ ذَٰلِكَۚ وَمَا كَانَ رَبُّكَ نَسِيّٗا
[Gabriel said],821 "And we [angels] descend not except by the order of your Lord. To Him belongs that before us and that behind us and what is in between. And never is your Lord forgetful -

Al-Mukhtasar
After mentioning the reward of the heedful, Allah notes that true heedfulness means not acting except by His command, stating:
And say, O Gabriel, to Muhammad صلى الله عليه وسلم: The angels do not descent of their own accord. They only descend at Allah's command. Everything ahead of us in the hereafter, everything behind us in this world, and everything in between belongs to Allah. O Messenger, Your Lord does not forget anything.
