وَنُقَلِّبُ أَفۡـِٔدَتَهُمۡ وَأَبۡصَٰرَهُمۡ كَمَا لَمۡ يُؤۡمِنُواْ بِهِۦٓ أَوَّلَ مَرَّةٖ وَنَذَرُهُمۡ فِي طُغۡيَٰنِهِمۡ يَعۡمَهُونَ
And We will turn away their hearts and their eyes just as they refused to believe in it [i.e., the revelation] the first time. And We will leave them in their transgression, wandering blindly.

Al-Mukhtasar
We turn away their hearts and sight by preventing them from being guided to the truth, just as We prevented them from believing in the Quran the first time because of their stubbornness. We will leave them confused and wandering in their misguidance and rebellion against their Lord.
