Indeed, the worst of living creatures in the sight of Allāh are the deaf and dumb who do not use reason [i.e., the disbelievers].

Al-Mukhtasar
Indeed, in the sight of Allah, the worst creatures that tread the earth are the deaf, who do not listen to the truth with acceptance, and the mute, who do not speak the truth, for they are the ones who do not understand what Allah commands nor what He forbids.
