Surah Al-Hajj 22:39 الحج

أُذِنَ لِلَّذِينَ يُقَٰتَلُونَ بِأَنَّهُمۡ ظُلِمُواْۚ وَإِنَّ ٱللَّهَ عَلَىٰ نَصۡرِهِمۡ لَقَدِيرٌ
Permission [to fight] has been given to those who are being fought,929 because they were wronged. And indeed, Allāh is competent to give them victory.

Al-Mukhtasar
Allah the Exalted and Transcendent mentions that He defends the believers such that their hearts become reassured. He then gives them permission to fight the disbelievers, stating:
Allah has permitted the believers to fight the polytheists who fought them because their enemies oppressed them. Allah has the power to help the believers against their enemies without fighting. However, the wisdom of Allah required that the believers be tested by fighting the disbelievers.
