Allāh chooses from the angels messengers and from the people. Indeed, Allāh is Hearing and Seeing.

Al-Mukhtasar
Allah (may He be Exalted) selects messengers from the angels and humans. He sends some of the angels to the prophets, like Gabriel, whom He sent to the human messengers, and He also sends human messengers to humanity. Allah hears what the polytheists say regarding His messengers and is insightful of who He selects to convey His message.
