ثَانِيَ عِطۡفِهِۦ لِيُضِلَّ عَن سَبِيلِ ٱللَّهِۖ لَهُۥ فِي ٱلدُّنۡيَا خِزۡيٞۖ وَنُذِيقُهُۥ يَوۡمَ ٱلۡقِيَٰمَةِ عَذَابَ ٱلۡحَرِيقِ
Twisting his neck [in arrogance] to mislead [people] from the way of Allāh. For him in the world is disgrace, and We will make him taste on the Day of Resurrection the punishment of the Burning Fire [while it is said],

Al-Mukhtasar
He turns his face away in arrogance to direct people away from believing and entering the religion of Allah. He who fits this description shall have disgrace in this world due to the punishment which will befall him, and We shall make him taste the torment of the burning Fire in the Hereafter.
