قَالَ فَإِنَّهَا مُحَرَّمَةٌ عَلَيۡهِمۡۛ أَرۡبَعِينَ سَنَةٗۛ يَتِيهُونَ فِي ٱلۡأَرۡضِۚ فَلَا تَأۡسَ عَلَى ٱلۡقَوۡمِ ٱلۡفَٰسِقِينَ
[Allāh] said, "Then indeed, it is forbidden to them for forty years [in which] they will wander throughout the land. So do not grieve over the defiantly disobedient people."

Al-Mukhtasar
Allah said to His prophet Moses (peace be upon him): Indeed, Allah has prohibited the Israelites from entering the Holy Land for a period of forty years. During this time, they will wander the desert, aimless and confused. So do not, O Moses, feel sorry for those who disobey Allah because they were only punished for their own disobedience and sins.
