وَكَيۡفَ يُحَكِّمُونَكَ وَعِندَهُمُ ٱلتَّوۡرَىٰةُ فِيهَا حُكۡمُ ٱللَّهِ ثُمَّ يَتَوَلَّوۡنَ مِنۢ بَعۡدِ ذَٰلِكَۚ وَمَآ أُوْلَٰٓئِكَ بِٱلۡمُؤۡمِنِينَ
But how is it that they come to you for judgement while they have the Torah, in which is the judgement of Allāh? Then they turn away, [even] after that; but those are not [in fact] believers.

Al-Mukhtasar
Their situation is bizarre. They disbelieve in you yet come to you for arbitration, eager for you to judge according to their desires. Meanwhile, they claim faith in the Torah, which contains Allah's laws. Then, they disregard your judgment if it goes against their desires. So, they combine disbelief in what is in their book with disregard for your judgment, which is not what believers do. Therefore, they are not from those who have faith in you and what you have brought.
