And We have sent down rain from the sky in a measured amount and settled it in the earth. And indeed, We are Able to take it away.

Al-Mukhtasar
And We have sent rainwater down from the sky as needed, not an excessive amount to cause ruin, nor in scarcity that is not enough. We have caused it to settle on earth so that humans and animals may benefit from it. We can take it away so you will not benefit from it.
