يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ لَا تَكُونُواْ كَٱلَّذِينَ كَفَرُواْ وَقَالُواْ لِإِخۡوَٰنِهِمۡ إِذَا ضَرَبُواْ فِي ٱلۡأَرۡضِ أَوۡ كَانُواْ غُزّٗى لَّوۡ كَانُواْ عِندَنَا مَا مَاتُواْ وَمَا قُتِلُواْ لِيَجۡعَلَ ٱللَّهُ ذَٰلِكَ حَسۡرَةٗ فِي قُلُوبِهِمۡۗ وَٱللَّهُ يُحۡيِۦ وَيُمِيتُۗ وَٱللَّهُ بِمَا تَعۡمَلُونَ بَصِيرٞ
O you who have believed, do not be like those who disbelieved and said about their brothers when they traveled through the land or went out to fight, "If they had been with us, they would not have died or have been killed," so Allāh makes that [misconception] a regret within their hearts. And it is Allāh who gives life and causes death, and Allāh is Seeing of what you do.

Al-Mukhtasar
O you who believe in Allah and follow His Messenger, do not be like the disbelievers among the hypocrites when others travel to earn a living or go out on a raid, and they die or are killed, [the disbelievers] say to their close relatives: "If only they had stayed near us, not marched forth, and not raided, then they would not have died and been killed." Allah placed this conviction in their hearts to increase their regret and grief. Allah alone is the one who grants life and causes death by His will. Sitting in place does not prevent His Decree, and marching forth does not hasten it. Allah sees everything you do. Your actions are not hidden from Him, and He will requite you based on them.
