وَءَاخَرُونَ مُرۡجَوۡنَ لِأَمۡرِ ٱللَّهِ إِمَّا يُعَذِّبُهُمۡ وَإِمَّا يَتُوبُ عَلَيۡهِمۡۗ وَٱللَّهُ عَلِيمٌ حَكِيمٞ
And [there are] others deferred until the command of Allāh - whether He will punish them or whether He will forgive them. And Allāh is Knowing and Wise.

Al-Mukhtasar
There are others from among those who stayed behind from the battle of Tabuk who did not have any valid excuse. The matter of these people has been deferred to Allah's decree and decision regarding them. Allah will judge them as He wishes; either He will torment them if they do not repent to Him, or He will accept their repentance if they do. Allah knows who is deserving of His punishment and who deserves His pardon. Allah is Wise in His legislation and planning. This was referring to Murarah bin Al-Rabi, Ka'b bin Malik, and Hilal bin Umayyah.
