يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ قَٰتِلُواْ ٱلَّذِينَ يَلُونَكُم مِّنَ ٱلۡكُفَّارِ وَلۡيَجِدُواْ فِيكُمۡ غِلۡظَةٗۚ وَٱعۡلَمُوٓاْ أَنَّ ٱللَّهَ مَعَ ٱلۡمُتَّقِينَ
O you who have believed, fight against those adjacent to you of the disbelievers and let them find in you harshness. And know that Allāh is with the righteous.

Al-Mukhtasar
Allah instructed the believers to fight those disbelievers near them due to the danger they pose to the believers because of their proximity and to show strength and power to frighten them and repel their evil. Allah, the Exalted, is with the God-fearing believers with His help and support.
