إِلَّا تَنفِرُواْ يُعَذِّبۡكُمۡ عَذَابًا أَلِيمٗا وَيَسۡتَبۡدِلۡ قَوۡمًا غَيۡرَكُمۡ وَلَا تَضُرُّوهُ شَيۡـٔٗاۗ وَٱللَّهُ عَلَىٰ كُلِّ شَيۡءٖ قَدِيرٌ
If you do not go forth, He will punish you with a painful punishment and will replace you with another people, and you will not harm Him at all. And Allāh is over all things competent.

Al-Mukhtasar
If you do not go out, O believers, for striving for the sake of Allah to fight your enemy, Allah will punish you with persecution, humiliation, and other things. He will replace you with people who are devoted and obedient to Allah, who rush to fight when called. And you do not harm Him [in anything] by violating His command, for He is self-sustaining of you, and you are the poor to him. Allah is Omnipotent over everything; nothing can hinder Him. He is capable of supporting His religion and His Prophet without you all.
