لَوۡ كَانَ عَرَضٗا قَرِيبٗا وَسَفَرٗا قَاصِدٗا لَّٱتَّبَعُوكَ وَلَٰكِنۢ بَعُدَتۡ عَلَيۡهِمُ ٱلشُّقَّةُۚ وَسَيَحۡلِفُونَ بِٱللَّهِ لَوِ ٱسۡتَطَعۡنَا لَخَرَجۡنَا مَعَكُمۡ يُهۡلِكُونَ أَنفُسَهُمۡ وَٱللَّهُ يَعۡلَمُ إِنَّهُمۡ لَكَٰذِبُونَ
Had it been a near [i.e., easy] gain and a moderate trip, they [i.e., the hypocrites] would have followed you, but distant to them was the journey. And they will swear by Allāh,481 "If we were able, we would have gone forth with you," destroying themselves [through false oaths], and Allāh knows that indeed they are liars.

Al-Mukhtasar
If what you call upon those of the hypocrites who asked you for permission to stay behind were an easy spoil and a journey without hardship, they would have followed you, O Prophet. However, the distance you called them to travel to the enemy was too far for them, so they fell behind. Likewise, those who asked permission [from the hypocrites] to stay behind will swear by Allah when you return to them, saying: If only we could go out to strive with you, we would go out. They destroy themselves by exposing themselves to Allah's punishment because of their backwardness and this false oath. Allah knows they are liars in their claim and their oath.
