لَا يَسۡتَـٔۡذِنُكَ ٱلَّذِينَ يُؤۡمِنُونَ بِٱللَّهِ وَٱلۡيَوۡمِ ٱلۡأٓخِرِ أَن يُجَٰهِدُواْ بِأَمۡوَٰلِهِمۡ وَأَنفُسِهِمۡۗ وَٱللَّهُ عَلِيمُۢ بِٱلۡمُتَّقِينَ
Those who believe in Allāh and the Last Day would not ask permission of you to be excused from striving [i.e., fighting] with their wealth and their lives. And Allāh is Knowing of those who fear Him.

Al-Mukhtasar
It is not the business of those who truly believe in Allah and the Day of Resurrection with sincere faith to ask you, O Messenger, for permission to stay behind from striving for Allah's sake by their wealth and themselves. Instead, it is their business to rally when they are called to fight and to strive by their wealth and themselves. Allah knows those among His slaves who are fearful and do not seek your permission except for excuses preventing them from going out with you.
