وَلَا عَلَى ٱلَّذِينَ إِذَا مَآ أَتَوۡكَ لِتَحۡمِلَهُمۡ قُلۡتَ لَآ أَجِدُ مَآ أَحۡمِلُكُمۡ عَلَيۡهِ تَوَلَّواْ وَّأَعۡيُنُهُمۡ تَفِيضُ مِنَ ٱلدَّمۡعِ حَزَنًا أَلَّا يَجِدُواْ مَا يُنفِقُونَ
Nor [is there blame] upon those who, when they came to you for you to take them along, you said, "I can find nothing upon which to carry you."497 They turned back while their eyes overflowed with tears out of grief that they could not find something to spend [for the cause of Allāh].

Al-Mukhtasar
Likewise, there is no sin on those absent from you [in the battle] if they came to you, O Messenger, asking you to give them an animal to carry them, and you replied to them: I cannot find an animal to carry you, they turned away from you with eyes pouring tears out of sorrow that they did not find what could be spent from themselves or from you.
