۞ إِنَّمَا ٱلسَّبِيلُ عَلَى ٱلَّذِينَ يَسۡتَـٔۡذِنُونَكَ وَهُمۡ أَغۡنِيَآءُۚ رَضُواْ بِأَن يَكُونُواْ مَعَ ٱلۡخَوَالِفِ وَطَبَعَ ٱللَّهُ عَلَىٰ قُلُوبِهِمۡ فَهُمۡ لَا يَعۡلَمُونَ
The cause [for blame] is only upon those who ask permission of you while they are rich. They are satisfied to be with those who stay behind, and Allāh has sealed over their hearts, so they do not know.

Al-Mukhtasar
When Allah clarified that there is no way to punish those with excuses, He mentioned those who deserve punishment and accountability, for He said:
Indeed, the way of punishment and accountability is only for those who ask you, O Messenger, for permission to be absent from jihad (fighting the disbelievers for the sake of Allah) while they are capable of it by having the means. They have accepted humiliation and shame for themselves by remaining with the laggers in their homes. Allah has sealed their hearts so that they are not affected by any sermon, and because of this seal, they do not know what is in their best interest to choose and what is in their harm to avoid.
