ٱلۡأَعۡرَابُ أَشَدُّ كُفۡرٗا وَنِفَاقٗا وَأَجۡدَرُ أَلَّا يَعۡلَمُواْ حُدُودَ مَآ أَنزَلَ ٱللَّهُ عَلَىٰ رَسُولِهِۦۗ وَٱللَّهُ عَلِيمٌ حَكِيمٞ
The bedouins are stronger in disbelief and hypocrisy and more likely not to know the limits of what [laws] Allāh has revealed to His Messenger. And Allāh is Knowing and Wise.

Al-Mukhtasar
Those among the Bedouins who disbelieve and commit hypocrisy are worse in disbelief and hypocrisy than the disbelievers who live within the city. Since they are more likely to be ignorant of the religion and most certainly will not know the obligatory, the supererogatory, and the legislative rulings revealed to His Messenger. Moreover, they are harsh and rough and do not mix with other people. Allah is aware of their situation; nothing is hidden from Him. He is Wise in controlling His affairs and His legislation.
