وَلَقَدۡ ءَاتَيۡنَا مُوسَى ٱلۡكِتَٰبَ فَٱخۡتُلِفَ فِيهِۚ وَلَوۡلَا كَلِمَةٞ سَبَقَتۡ مِن رَّبِّكَ لَقُضِيَ بَيۡنَهُمۡۚ وَإِنَّهُمۡ لَفِي شَكّٖ مِّنۡهُ مُرِيبٖ
And We had certainly given Moses the Scripture, but it came under disagreement. And if not for a word579 that preceded from your Lord, it would have been judged between them. And indeed they are, concerning it [i.e., the Qur’ān], in disquieting doubt.

Al-Mukhtasar
We had given Moses the Torah, but people disagreed: some believed, while others did not. Had it not been for Allah's prior decree that the punishment would not come quickly but be postponed until the Day of Resurrection for a reason, the punishment they deserve would have come down on them in this world. Instead, the disbelieving Jews and polytheists are in doubt about the Quran, which creates uncertainty in them.
