Surah Al-An'am 6:154 الأنعام

ثُمَّ ءَاتَيۡنَا مُوسَى ٱلۡكِتَٰبَ تَمَامًا عَلَى ٱلَّذِيٓ أَحۡسَنَ وَتَفۡصِيلٗا لِّكُلِّ شَيۡءٖ وَهُدٗى وَرَحۡمَةٗ لَّعَلَّهُم بِلِقَآءِ رَبِّهِمۡ يُؤۡمِنُونَ
Then358 We gave Moses the Scripture, making complete [Our favor] upon the one who did good [i.e., Moses] and as a detailed explanation of all things and as guidance and mercy that perhaps in the meeting with their Lord they would believe.

Al-Mukhtasar
After all this, We relate to you that We gave the Torah to Moses as a completion of our favor and a reward for his good actions, to clarify that which is required in the religion, and as a mercy in the hope that they would have faith in the meeting with their Lord on the Day of Resurrection and prepare for it with good actions.
