۞ إِنَّمَا يَسۡتَجِيبُ ٱلَّذِينَ يَسۡمَعُونَۘ وَٱلۡمَوۡتَىٰ يَبۡعَثُهُمُ ٱللَّهُ ثُمَّ إِلَيۡهِ يُرۡجَعُونَ
Only those who hear will respond. But the dead301 - Allāh will resurrect them; then to Him they will be returned.

Al-Mukhtasar
Only those who listen and understand the speech will respond to what you have brought. The disbelievers are dead and useless, for their hearts have died. Allah will resurrect the dead on the Day of Resurrection, and then they will be returned to Him to be recompensed accordingly for the deeds they have sent forth.
