Surah Al-A'raf 7:101 الأعراف

تِلۡكَ ٱلۡقُرَىٰ نَقُصُّ عَلَيۡكَ مِنۡ أَنۢبَآئِهَاۚ وَلَقَدۡ جَآءَتۡهُمۡ رُسُلُهُم بِٱلۡبَيِّنَٰتِ فَمَا كَانُواْ لِيُؤۡمِنُواْ بِمَا كَذَّبُواْ مِن قَبۡلُۚ كَذَٰلِكَ يَطۡبَعُ ٱللَّهُ عَلَىٰ قُلُوبِ ٱلۡكَٰفِرِينَ
Those cities - We relate to you, [O Muḥammad], some of their news. And certainly did their messengers come to them with clear proofs, but they were not to believe in that which they had denied before.388 Thus does Allāh seal over the hearts of the disbelievers.

Al-Mukhtasar
[Regarding] those previous nations: the townships of the people of Noah, Hūd, Saleh, Lot, and Shuayb; We recite and relate their narratives to you, O Messenger, and what they were upon of rejection and stubbornness, and of the destruction that befell them. [That is] to serve as a lesson for those who accept lessons and an admonishment to those who accept admonishment. The Messengers of the people of these towns had undoubtedly come with clear proofs of their truthfulness, so when the Messengers came, those people were not to believe; that is, in regards to what preceded from Allah's knowledge that they would reject it. In the same way that Allah sealed the hearts of the peoples of these towns who rejected their messengers, Allah seals the hearts of the disbelievers in Muhammad صلى الله عليه وسلم so that they are not guided to faith.
