And We did not find for most of them any covenant;389 but indeed, We found most of them defiantly disobedient.

Al-Mukhtasar
In most nations to whom the messengers were sent, We did not find fulfillment and adherence to what Allah prescribed to them, and We did not find them following His commands. We merely found most of them outside of Allah's obedience.
