وَلَقَدۡ ذَرَأۡنَا لِجَهَنَّمَ كَثِيرٗا مِّنَ ٱلۡجِنِّ وَٱلۡإِنسِۖ لَهُمۡ قُلُوبٞ لَّا يَفۡقَهُونَ بِهَا وَلَهُمۡ أَعۡيُنٞ لَّا يُبۡصِرُونَ بِهَا وَلَهُمۡ ءَاذَانٞ لَّا يَسۡمَعُونَ بِهَآۚ أُوْلَٰٓئِكَ كَٱلۡأَنۡعَٰمِ بَلۡ هُمۡ أَضَلُّۚ أُوْلَٰٓئِكَ هُمُ ٱلۡغَٰفِلُونَ
And We have certainly created for Hell many of the jinn and mankind. They have hearts with which they do not understand, they have eyes with which they do not see, and they have ears with which they do not hear. Those are like livestock; rather, they are more astray.424 It is they who are the heedless.

Al-Mukhtasar
And We made for Hell many people from humanity and the jinn because of Our Knowledge that they would do the actions of its people. They have hearts with which they do not understand what will benefit them and [what will] harm them; eyes which they do not use to see the signs of Allah within themselves and upon the horizons so that they can learn from them; and they have ears which they do not use to listen to the verses of Allah so that they might reflect what they contain. Those described by these characteristics resemble cattle in their lack of reasoning. Rather, they are further in misguidance than the cattle. Those are the ones oblivious to faith in Allah and the Last Day.
