وَقَالَ ٱلَّذِينَ لَا يَعۡلَمُونَ لَوۡلَا يُكَلِّمُنَا ٱللَّهُ أَوۡ تَأۡتِينَآ ءَايَةٞۗ كَذَٰلِكَ قَالَ ٱلَّذِينَ مِن قَبۡلِهِم مِّثۡلَ قَوۡلِهِمۡۘ تَشَٰبَهَتۡ قُلُوبُهُمۡۗ قَدۡ بَيَّنَّا ٱلۡأٓيَٰتِ لِقَوۡمٖ يُوقِنُونَ
Those who do not know say, "Why does Allāh not speak to us or there come to us a sign?" Thus spoke those before them like their words. Their hearts resemble each other. We have shown clearly the signs to a people who are certain [in faith].

Al-Mukhtasar
Those without knowledge from among the People of the Book and the polytheists asked, in their stubbornness against the truth: Why did Allah not speak to us directly, or why was a tangible miracle not sent to us? The rejecting nations said similar things to their messengers in the past; despite different times and places, their hearts are identical to those of their disbelieving, stubborn, and insolent predecessors. Allah clarifies His signs to people convinced of the truth when made apparent to them; they are not afflicted with doubt, nor do they stubbornly resist.
