۞ إِنَّ ٱلصَّفَا وَٱلۡمَرۡوَةَ مِن شَعَآئِرِ ٱللَّهِۖ فَمَنۡ حَجَّ ٱلۡبَيۡتَ أَوِ ٱعۡتَمَرَ فَلَا جُنَاحَ عَلَيۡهِ أَن يَطَّوَّفَ بِهِمَاۚ وَمَن تَطَوَّعَ خَيۡرٗا فَإِنَّ ٱللَّهَ شَاكِرٌ عَلِيمٌ
Indeed, aṣ-Ṣafā and al-Marwah are among the symbols55 of Allāh. So whoever makes ḥajj [pilgrimage] to the House or performs ʿumrah - there is no blame upon him for walking between them.56 And whoever volunteers good - then indeed, Allāh is Appreciative57 and Knowing.

Al-Mukhtasar
The two mountains known as Safa and Marwah near the Kaaba are clear landmarks of the sacred law. So, whoever goes to the Kaaba to perform the ritual of Hajj or Umrah, there is no sin in walking between the two mountains. By clarifying that there was no sin in doing this action, Allah was setting the minds of those Muslims at ease who avoided walking between the mountains because they feared it was an unacceptable action from the Days of Ignorance (i.e., pre-Islam); Allah made it clear that walking between the mountains was from the rituals of Hajj. And whoever sincerely does what is recommended of voluntary acts, Allah is Appreciative, accepts it from them, and will recompense them for it. He is Omniscient of those who do good and deserve to be rewarded.
