أَلَمۡ تَرَ إِلَى ٱلۡمَلَإِ مِنۢ بَنِيٓ إِسۡرَٰٓءِيلَ مِنۢ بَعۡدِ مُوسَىٰٓ إِذۡ قَالُواْ لِنَبِيّٖ لَّهُمُ ٱبۡعَثۡ لَنَا مَلِكٗا نُّقَٰتِلۡ فِي سَبِيلِ ٱللَّهِۖ قَالَ هَلۡ عَسَيۡتُمۡ إِن كُتِبَ عَلَيۡكُمُ ٱلۡقِتَالُ أَلَّا تُقَٰتِلُواْۖ قَالُواْ وَمَا لَنَآ أَلَّا نُقَٰتِلَ فِي سَبِيلِ ٱللَّهِ وَقَدۡ أُخۡرِجۡنَا مِن دِيَٰرِنَا وَأَبۡنَآئِنَاۖ فَلَمَّا كُتِبَ عَلَيۡهِمُ ٱلۡقِتَالُ تَوَلَّوۡاْ إِلَّا قَلِيلٗا مِّنۡهُمۡۚ وَٱللَّهُ عَلِيمُۢ بِٱلظَّٰلِمِينَ
Have you not considered the assembly of the Children of Israel after [the time of] Moses when they said to a prophet of theirs, "Send to us a king, and we will fight in the way of Allāh"? He said, "Would you perhaps refrain from fighting if battle was prescribed for you?" They said, "And why should we not fight in the cause of Allāh when we have been driven out from our homes and from our children?" But when battle was prescribed for them, they turned away, except for a few of them. And Allāh is Knowing of the wrongdoers.

Al-Mukhtasar
Do you not know, O Prophet, about those nobles from the Israelites after the time of Moses who said to a prophet of theirs, 'Appoint for us a king, and we will fight alongside him in Allah's path'. The prophet replied: 'It may be that if Allah makes fighting obligatory, you will not fight!'. They denied his suspicion that this would happen and insisted, 'What would stop us from fighting in Allah's path when our enemies have expelled us from our homes and have taken our children as prisoners? We will fight to restore our homeland and free our prisoners!' Yet, when Allah made fighting obligatory on them, they all turned away without remaining loyal to what they had promised - except for a few. Allah knows the wrongdoers who broke their promise and turned away from what He commanded, and He will recompense them for that.
