هُوَ ٱلَّذِي خَلَقَ لَكُم مَّا فِي ٱلۡأَرۡضِ جَمِيعٗا ثُمَّ ٱسۡتَوَىٰٓ إِلَى ٱلسَّمَآءِ فَسَوَّىٰهُنَّ سَبۡعَ سَمَٰوَٰتٖۚ وَهُوَ بِكُلِّ شَيۡءٍ عَلِيمٞ
It is He who created for you all of that which is on the earth. Then He directed Himself16 to the heaven, [His being above all creation], and made them seven heavens, and He is Knowing of all things.

Al-Mukhtasar
It is Allah alone Who created everything on earth for you, such as the countless rivers and trees from which you benefit, enjoying all that he made subservient to you. Then He turned to the sky, making it into seven leveled heavens. And it is He whose knowledge encompasses everything.
