Surah Al-Furqan 25:21 الفرقان

۞ وَقَالَ ٱلَّذِينَ لَا يَرۡجُونَ لِقَآءَنَا لَوۡلَآ أُنزِلَ عَلَيۡنَا ٱلۡمَلَٰٓئِكَةُ أَوۡ نَرَىٰ رَبَّنَاۗ لَقَدِ ٱسۡتَكۡبَرُواْ فِيٓ أَنفُسِهِمۡ وَعَتَوۡ عُتُوّٗا كَبِيرٗا
And those who do not expect the meeting with Us say, "Why were not angels sent down to us, or [why] do we [not] see our Lord?" They have certainly become arrogant within themselves1013 and [become] insolent with great insolence.

Al-Mukhtasar
The disbelievers who do not wish to meet Us or fear Our punishment said: Why doesn't Allah send the angels down to us to tell us about Muhammad's truthfulness? Or Why can't we see our Lord with our own eyes so He can inform us about it? They became so conceited, to the point that it prevented them from having faith. They surpassed the limit of disbelief and transgression with their statements.
