وَٱسۡتَفۡزِزۡ مَنِ ٱسۡتَطَعۡتَ مِنۡهُم بِصَوۡتِكَ وَأَجۡلِبۡ عَلَيۡهِم بِخَيۡلِكَ وَرَجِلِكَ وَشَارِكۡهُمۡ فِي ٱلۡأَمۡوَٰلِ وَٱلۡأَوۡلَٰدِ وَعِدۡهُمۡۚ وَمَا يَعِدُهُمُ ٱلشَّيۡطَٰنُ إِلَّا غُرُورًا
And incite [to senselessness] whoever you can among them with your voice and assault them with your horses and foot soldiers and become a partner in their wealth and their children and promise them." But Satan does not promise them except delusion.

Al-Mukhtasar
And mislead those whom you can mislead through your voice, which calls to disobedience. Call out to them through your horsemen and foot soldiers who invite them towards your obedience. Become a partner to them in their wealth by making every action that opposes the sacred law attractive, and become a partner to them in their children by falsely making a claim to them, attaining them through adultery, and making them worship others besides Allah when naming them. Make attractive to them false promises and futile aspirations; the Devil only makes false promises that deceive them.
