وَكَتَبۡنَا عَلَيۡهِمۡ فِيهَآ أَنَّ ٱلنَّفۡسَ بِٱلنَّفۡسِ وَٱلۡعَيۡنَ بِٱلۡعَيۡنِ وَٱلۡأَنفَ بِٱلۡأَنفِ وَٱلۡأُذُنَ بِٱلۡأُذُنِ وَٱلسِّنَّ بِٱلسِّنِّ وَٱلۡجُرُوحَ قِصَاصٞۚ فَمَن تَصَدَّقَ بِهِۦ فَهُوَ كَفَّارَةٞ لَّهُۥۚ وَمَن لَّمۡ يَحۡكُم بِمَآ أَنزَلَ ٱللَّهُ فَأُوْلَٰٓئِكَ هُمُ ٱلظَّٰلِمُونَ
And We ordained for them therein a life for a life, an eye for an eye, a nose for a nose, an ear for an ear, a tooth for a tooth, and for wounds is legal retribution. But whoever gives [up his right as] charity, it is an expiation for him. And whoever does not judge by what Allāh has revealed - then it is those who are the wrongdoers [i.e., the unjust].

Al-Mukhtasar
In the Torah, we ordered the Jews that whoever has murdered someone should be killed in retribution. Likewise, whoever intentionally gouged someone's eye out, cut off the nose or the ear, or pulled out another person's tooth should have the same done to him [as punishment]. We have prescribed that the perpetrator should be punished in kind in cases of wounding. However, whoever voluntarily pardons the offender will have his sins expiated because he pardoned someone who has wronged him. Whoever does not judge according to what Allah revealed in matters of legal retribution and other issues has transgressed the limits set by Allah.
