يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ لَا تَتَوَلَّوۡاْ قَوۡمًا غَضِبَ ٱللَّهُ عَلَيۡهِمۡ قَدۡ يَئِسُواْ مِنَ ٱلۡأٓخِرَةِ كَمَا يَئِسَ ٱلۡكُفَّارُ مِنۡ أَصۡحَٰبِ ٱلۡقُبُورِ
O you who have believed, do not make allies of a people with whom Allāh has become angry. They have despaired of [reward in] the Hereafter just as the disbelievers have despaired of [meeting] the companions [i.e., inhabitants] of the graves.

Al-Mukhtasar
At the beginning of the surah, there was a warning against allying with Allah's enemies, and at the end, there is a warning against it as an affirmation of what preceded. Allah the Exalted states:
O you who believe in Allah and act by what He legislated for them, do not ally with a people whom Allah was angry with and who do not have certainty in the Afterlife. Rather, they despair of it, just like their despair of their dead returning to them, because they disbelieve in the Resurrection.
