ذَٰلِكَ بِأَنَّهُمۡ ءَامَنُواْ ثُمَّ كَفَرُواْ فَطُبِعَ عَلَىٰ قُلُوبِهِمۡ فَهُمۡ لَا يَفۡقَهُونَ
That is because they believed, and then they disbelieved; so their hearts were sealed over, and they do not understand.

Al-Mukhtasar
That is because they believed hypocritically [i.e., concealing disbelief], and faith did not reach their hearts. Then they secretly disbelieved in Allah, so He sealed their hearts because of their disbelief; therefore, faith does not enter them. Then, because of that seal, they do not comprehend what is beneficial and virtuous for them.
