ٱسۡلُكۡ يَدَكَ فِي جَيۡبِكَ تَخۡرُجۡ بَيۡضَآءَ مِنۡ غَيۡرِ سُوٓءٖ وَٱضۡمُمۡ إِلَيۡكَ جَنَاحَكَ مِنَ ٱلرَّهۡبِۖ فَذَٰنِكَ بُرۡهَٰنَانِ مِن رَّبِّكَ إِلَىٰ فِرۡعَوۡنَ وَمَلَإِيْهِۦٓۚ إِنَّهُمۡ كَانُواْ قَوۡمٗا فَٰسِقِينَ
Insert your hand into the opening of your garment; it will come out white, without disease. And draw in your arm close to you [as prevention] from fear, for those are two proofs from your Lord to Pharaoh and his establishment. Indeed, they have been a people defiantly disobedient."

Al-Mukhtasar
Put your right hand into your shirt opening below the collar, and it will come out white (but not like vitiligo). So Moses did that, and his hand came out white as snow. [Allah said]: Draw your hand close to you to settle your fear. So Moses did so, and he was no longer afraid. These two things mentioned, the staff and hand, are proofs sent from your Lord to Pharoah and the leaders of his nation. They were a nation that would rebel against the obedience of Allah by disbelieving and committing sins.
