ٱلَّذِينَ قَالُوٓاْ إِنَّ ٱللَّهَ عَهِدَ إِلَيۡنَآ أَلَّا نُؤۡمِنَ لِرَسُولٍ حَتَّىٰ يَأۡتِيَنَا بِقُرۡبَانٖ تَأۡكُلُهُ ٱلنَّارُۗ قُلۡ قَدۡ جَآءَكُمۡ رُسُلٞ مِّن قَبۡلِي بِٱلۡبَيِّنَٰتِ وَبِٱلَّذِي قُلۡتُمۡ فَلِمَ قَتَلۡتُمُوهُمۡ إِن كُنتُمۡ صَٰدِقِينَ
[They are] those who said, "Indeed, Allāh has taken our promise not to believe any messenger until he brings us an offering which fire [from heaven] will consume." Say, "There have already come to you messengers before me with clear proofs and [even] that of which you speak. So why did you kill them, if you should be truthful?"

Al-Mukhtasar
They are the ones who spoke lies and slanders, saying: Allah has instructed us in His books and on the tongues of His prophets to not believe in a Messenger unless he comes to us with something to verify his claim. Moreover, he will seek a means to Allah through an offering that would be consumed by a fire sent down from heaven. So, they lied against Allah in attributing such instructions to Him and restricting proofs of the truthfulness of the Messengers to what they mentioned. Due to this, Allah ordered His Prophet Muhammad صلى الله عليه وسلم to ask them: Messengers have come to you before with clear proofs of their truthfulness, and even with what you mentioned of an offering being burned by fire from heaven- so, why did you deny them and kill them if you were truthful in what you said?
