إِنَّ ٱلَّذِينَ تَوَفَّىٰهُمُ ٱلۡمَلَٰٓئِكَةُ ظَالِمِيٓ أَنفُسِهِمۡ قَالُواْ فِيمَ كُنتُمۡۖ قَالُواْ كُنَّا مُسۡتَضۡعَفِينَ فِي ٱلۡأَرۡضِۚ قَالُوٓاْ أَلَمۡ تَكُنۡ أَرۡضُ ٱللَّهِ وَٰسِعَةٗ فَتُهَاجِرُواْ فِيهَاۚ فَأُوْلَٰٓئِكَ مَأۡوَىٰهُمۡ جَهَنَّمُۖ وَسَآءَتۡ مَصِيرًا
Indeed, those whom the angels take [in death] while wronging themselves212 - [the angels] will say, "In what [condition] were you?" They will say, "We were oppressed in the land." They [the angels] will say, "Was not the earth of Allāh spacious [enough] for you to emigrate therein?" For those, their refuge is Hell - and evil it is as a destination.

- 212 By preferring to remain among the disbelievers, although they have the means to emigrate, in an environment where a Muslim is unable to practice his religion freely.

Al-Mukhtasar
When angels take the souls of those who wronged themselves by not migrating from the land of disbelief to the land of Islam, at the time of grasping hold of their souls, the angels will say in rebuke of them: What condition were you in and in what way were you distinguished from the polytheists? They will reply, presenting the excuse: We were weak, having no power nor might to defend ourselves. The angels will again rebuke them, saying: Were the lands of Allah not spacious enough for you to depart for in order to secure your religion and lives from humiliation and domination? The Fire is the abode in which those who do not migrate will settle down. What an evil place of return it will be for them!
